Collaborative Learning and Adapting

USAID developed a methodology to promote strategic collaboration, continuous learning, and adaptive management in its programs and projects.  Collaborative Learning and Adapting (CLA) is designed to facilitate more flexible and adaptable approaches to  project management. CLA allows implementers to pursue development objectives guided by continuous learning, through analysis of a wide variety of information sources and local knowledge.  CLA’s intent is to continuously assess the causal pathway to desired outcomes and adjust project activities or begin new activities as necessary to yield the most effective course of action.

Given the similar methods and goals of Political Economy Analysis and CLA, their combined use can improve a project’s ability to justify needed to pivot to seize windows of activity.  CLA can enhance iterative PEA by offering an ongoing monitoring, evaluation, and learning system that donors and implementing partner staff can use simultaneously to operationalize thinking and working politically.  This can be achieved through indicator monitoring and analysis to analyze the suitability of indicators over time in measuring outcomes. It can also be achieved by creating learning agendas that focus on power relations and other political economy dynamics.
